Digital handwritten signature is a new way of signing electronic documents in Belarus
The Board of the National Bank of the Republic of Belarus has endorsed the Resolution No. 65 of February 19, 2018 as to introduction of a digital handwritten signature as a new way of signing (confirming) a document in electronic form in the country.
According to the Resolution, a digital handwritten signature is client's handwritten signature generated with use of appropriate software (including tablets, displays) to confirm the integrity and authenticity of an electronic document to be signed.
Digital handwritten signatures can be generated:
- Remotely using special software and hardware (including tablets and displays);
- At presence of a client in the bank office.
The list of banking operations, services and transactions to be performed with use of software and hardware and technologies has been supplemented as well.
For example, individuals are granted the right to purchase securities and conclude contracts for their pledge, using software, while ensuring full compliance with obligations under contracts concluded with banks.
In addition, the requirement that banks should seal a copy of the document in electronic form with use of paper has been done away with. At the same time, a bank may place seals on a copy of the document in electronic form.
